<p align="left">A bombshell article in today’s edition of the New York Times lifts the lid on how the brother of Afghan President Hamid Karzai, a suspected kingpin of the country’s booming opium trade, has been on the CIA payroll for the past eight years. However, the article serves as little more than a whitewash because it fails to address the fact that one of the primary reasons behind the 2001 invasion of Afghanistan was the agenda to reinstate the Golden Crescent drug trade.</p>
<p align="left">“The agency pays (Ahmed Wali) Karzai for a variety of services, including helping to recruit an Afghan paramilitary force that operates at the C.I.A.’s direction in and around the southern city of Kandahar, Mr. Karzai’s home,” <a href="http://www.nytimes.com/2009/10/28/world/asia/28intel.html?_r=1">reports the Times</a>.</p>
<p align="left">An <a href="http://www.nytimes.com/2008/10/05/world/asia/05afghan.html">October 2008 report</a> from the Times reveals how, after security forces discovered a huge tractor-trailer full of heroin outside Kandahar in 2004, “Before long, the commander, Habibullah Jan, received a telephone call from Ahmed Wali Karzai, the brother of President Hamid Karzai, asking him to release the vehicle and the drugs.”</p>
<p align="left">In 2006, following the discovery of another cache of heroin, “United States investigators told other American officials that they had discovered links between the drug shipment and a bodyguard believed to be an intermediary for Ahmed Wali Karzai.”</p>
<p align="left">The Times article out today also discusses how the CIA uses Karzai as a go-between between the Americans and the Taliban. He is also directly implicated in the manufacturing of phony ballots and polling stations that were attributed to the President’s disputed election victory.</p>
<p align="left">“If it looks like a duck, and it quacks like a duck, it’s probably a duck,” the American officer said of Mr. Karzai. “Our assumption is that he’s benefiting from the drug trade.”</p>
<p align="left">Officials quoted by The Times described Karzai as a Mafia-like figure who expanded his influence over the drug trade with the aid of U.S. efforts to eliminate his competitors.</p>
<p align="left">The Afghan opium trade has exploded since the U.S. invasion of Afghanistan, following a lull after the Taliban had imposed a crackdown. According to the U.N., the drug trade is now worth $65 billion. Afghanistan produces 92 per cent of the world’s opium, with the equivalent of 3,500 tonnes leaving the country each year. Other figures put the number far higher, at around 6,100 tonnes a year.</p>
<p align="left">The New York Times exposé pins the blame on Karzai, but fails to explain that one of the primary reasons behind the 2001 invasion of Afghanistan was the United States’ agenda to restore, not eradicate, the drug trade.</p>
<p align="left">Before the invasion, the Taliban collaborated closely with the U.N. to reduce opium production down to just 185 tonnes, a figure at least 2000% below current levels. The notion that the “Taliban benefits from the drug trade” and that the U.S. is trying to stop it, as both Bush and Obama claimed, is the complete opposite of what is actually happening.</p>
<p align="left">As <a href="http://www.globalresearch.ca/index.php?context=viewArticle&amp;code=CHO20050614&amp;articleId=91">Professor Michel Chossudovsky has highlighted in a series of essays</a>, the explosion of opium production after the invasion was about the CIA’s drive to restore the lucrative Golden Crescent opium trade that was in place during the time when the Agency were funding the Mujahideen rebels to fight the Soviets, and flood the streets of America and Britain with cheap heroin, destroying lives while making obscene profits.</p>
<p align="left">The Times implies that the drug lord Karzai being on the CIA payroll is little more than an embarrassing coincidence, when in reality he is just a middle manager for the U.S. military-industrial complex’s control of the drug trade in Afghanistan which stretches back decades and was only interrupted when the Taliban came to power.</p>
<p align="left">“Heroin is a multibillion dollar business supported by powerful interests, which requires a steady and secure commodity flow. One of the “hidden” objectives of the war was precisely to restore the CIA sponsored drug trade to its historical levels and exert direct control over the drug routes,” writes Chossudovsky.</p>
<p align="left">“As revealed in the Iran-Contra and Bank of Commerce and Credit International (BCCI) scandals, CIA covert operations in support of the Afghan Mujahideen had been funded through the laundering of drug money. “Dirty money” was recycled –through a number of banking institutions (in the Middle East) as well as through anonymous CIA shell companies–, into “covert money,” used to finance various insurgent groups during the Soviet-Afghan war, and its aftermath.”</p>
<p align="left">Within two years of the CIA’s covert operation in Afghanistan, “CIA assets again controlled this heroin trade. As the Mujahideen guerrillas seized territory inside Afghanistan, they ordered peasants to plant opium as a revolutionary tax. Across the border in Pakistan, Afghan leaders and local syndicates under the protection of Pakistan Intelligence operated hundreds of heroin laboratories. During this decade of wide-open drug-dealing, the U.S. Drug Enforcement Agency in Islamabad failed to instigate major seizures or arrests.”</p>
<p align="left">This is the history of the Afghan opium trade that the Times won’t tell you, and in failing to do so today’s article serves only to whitewash the true scale of the agenda behind the U.S. occupation of Afghanistan.</p>

<p>WASHINGTON — A shift in authority has given military officials at the White House a bigger operational role in creating a backup government if the nation’s capital were “decapitated” by a terrorist attack or other calamity, according to current and former officials involved in the decision.</p>
<p>The move, which was made in the closing weeks of the administration of President <a title="More articles about George W. Bush." href="http://topics.nytimes.com/top/reference/timestopics/people/b/george_w_bush/index.html?inline=nyt-per">George W. Bush</a>, came after months of heated internal debate about the balance of power and the role of the military in a time of crisis, participants said. Officials said the Obama administration had left the plan essentially intact.</p>
<p>Under the revamped structure, the White House Military Office, which reports to the office of the White House chief of staff, has assumed a more central role in setting up a temporary “shadow government” in a crisis.</p>
<p>And the office, a 2,300-person outfit best known for flying <a title="More articles about Air Force One." href="http://topics.nytimes.com/top/reference/timestopics/subjects/p/presidents_and_presidency_us/air_force_one/index.html?inline=nyt-classifier">Air Force One</a>, has taken on added responsibilities as the lead agent in shepherding government leaders to a secure site at Mount Weather in rural Virginia, keeping classified lists of successors and maintaining computer systems, among other operational duties. Many of these types of tasks were previously handled by civilians at other agencies, led by the <a title="More articles about Federal Emergency Management Agency (FEMA), U.S." href="http://topics.nytimes.com/top/reference/timestopics/organizations/f/federal_emergency_management_agency/index.html?inline=nyt-org">Federal Emergency Management Agency</a>.</p>
<p>Supporters of the plan inside the Bush White House, including Vice President <a title="More articles about Dick Cheney." href="http://topics.nytimes.com/top/reference/timestopics/people/c/dick_cheney/index.html?inline=nyt-per">Dick Cheney</a>’s office, saw the erratic response to the Sept. 11 attacks in 2001 and <a title="More articles about Hurricane Katrina." href="http://topics.nytimes.com/top/reference/timestopics/subjects/h/hurricane_katrina/index.html?inline=nyt-classifier">Hurricane Katrina</a>in 2005 as a mandate for streamlining an emergency response process they considered clunky because it involved too many agencies.</p>
<p>Yet during the debate, officials at other agencies that have traditionally played critical roles expressed concern that the new structure placed too much power in the hands of too few people inside the White House. They also saw the move as part of the Bush administration’s broader efforts to enhance the power of the White House.</p>
<p>Though the office reports to the White House, many of its employees are uniformed soldiers, and it has sometimes been led by a military officer. So concerns about the perception of growing military influence in the emergency process set off an internal struggle, and the White House decided not to move ahead with a more ambitious proposal to give the power of the purse to the military arm, rather than FEMA, for budgeting the emergency operations, one official said.</p>
<p>While Obama administration officials would not discuss details of their continuity plan, they said the current policy was “settled,” and they drew no distance between their own policies and those left behind by the Bush administration.</p>
<p>Obama transition officials were told of the changes during a joint emergency exercise held in January, one of several dry runs using the new structure, officials said.</p>
<p>Officials in the Obama White House appeared unaware of the tensions the plan had set off. They rejected as “flat-out wrong” the idea that military officials in the White House had assumed any “decision-making authority” in a crisis but declined to discuss their logistical responsibilities.</p>
<p>“Many components of government, within civilian and defense establishments, play an important support role to ensure that our constitutional form of government, and its civilian leadership, prevails even under the most catastrophic circumstances,” said Nick Shapiro, a White House spokesman.</p>
<p>A Pentagon spokesman, Geoff Morrell, said senior Defense Department officials believed the changes represented “minor tweaking” in the system, not a major overhaul.</p>
<p>Former Representative Tom Davis, the top Republican on the House Committee on Government Reform when the debate started, said his committee had never been informed of the changes. Mr. Davis said he believed it should have been told, though he said he did not disagree with the changes.</p>
<p>A <a title="Copy of directive." href="http://www.fas.org/irp/offdocs/nspd/nspd-51.htm">directive</a> by President Bush signed in May 2007 set in motion a classified review at the White House that led to the changes put in place at the very end of his administration.</p>
<p>Before, some 200 people governmentwide were assigned to Mount Weather in a catastrophe to set up a working government under the direction of FEMA. The number of officials from outside the White House has significantly shrunk , and the new team is made up mostly of White House civilian and military personnel, the officials said.</p>
<p>The new pecking order for emergency operations order was made clear when non-White House officials central to the old command structure arrived at Mount Weather for a training exercise last year. They found their meeting space gutted to make way for a new office planned for the White House team.</p>
<p>Bush administration officials saw FEMA as ill-equipped to handle a governmentwide emergency, and they cited problems with the agency’s execution of a classified training exercise in May 2008 as evidence.</p>
<p>But the White House Military Office has recently had its own problems.</p>

<p>NEW YORK — A top US domestic security chief called Wednesday on ordinary citizens to join law enforcement bodies in fighting an increasingly elusive &#8212; and homegrown &#8212; terrorist threat.</p>
<p>&#8220;We need a culture of collective responsibility, a culture where every individual understands his or her role,&#8221; Janet Napolitano, secretary of the Department of Homeland Security, said in a speech in New York.</p>
<p>Referring to a spate of arrests around the country of US citizens and residents charged with jihad-type militancy, Napolitano said that ordinary people were often the first line of defense.</p>
<p>In just the latest case, seven people were arrested Monday, including an American-born Muslim convert and his two sons living in a quiet North Carolina suburb.</p>
<p>Napolitano stressed she was not advocating &#8220;a culture of spying on one another,&#8221; but said that crucial intelligence came from the bottom up.</p>
<p>&#8220;You are the ones who know when something is not right in your community,&#8221; she said.</p>
<p>&#8220;Arrests have been made in places like Minneapolis and North Carolina, so I think better education about the depth of the threat is important.&#8221;</p>
<p>Napolitano, also due to visit Ground Zero, site of the devastating September 11, 2001 terrorist attack on Manhattan, said in her speech at the Council on Foreign Relations that modern communications have sharply increased the sophistication of threats.</p>
<p>&#8220;The tools for creating violence and chaos are as easy to find as the tools to buy music online or restocking inventory,&#8221; she said. &#8220;If 9/11 happened in a web 1.0 world, terrorists are certainly in a web 2.0 world now.&#8221;</p>
<p>That growing elusiveness is what requires a &#8220;much broader society response,&#8221; she said, calling even on children to join an effort previously shouldered by police and other security services.</p>
<p>&#8220;There&#8217;s actually an important role we can play in educating even our very young about watching for, and knowing what to do, if you&#8217;re in an airport and you see a package left with no one around,&#8221; she said.</p>
<p>She insisted that President Barack Obama&#8217;s administration was committed to repairing the erosion of civil liberties that took place under his predecessor, George W. Bush.</p>
<p>&#8220;We have to be careful,&#8221; she said. &#8220;That&#8217;s a balance to be struck.&#8221;</p>
<p>An example, she said, was the need to respect mosques and other Islamic institutions.</p>
<p>&#8220;We have to be very careful about profiling a religious institution just as we have to be careful about profiling individuals,&#8221; she said. &#8220;We have to be very, very careful about interfering with the free exercise of religion.&#8221;</p>
<p>Even as US troops become increasingly mired in fighting the Taliban in Afghanistan, attention is building on violent plots hatched within US borders &#8212; often led by US citizens or residents.</p>
<p>The Washington Post on Wednesday described the chief suspect in the North Carolina arrests, Daniel Boyd, as the son of a US marine who had a &#8220;typical American childhood&#8221; in suburban Washington, DC.</p>
<p>This week, a New York court unsealed a confession made in January by a Long Island man, Bryant Vinas, who says he joined al Qaeda to attack US forces in Afghanistan and had plotted to attack a New York commuter train.</p>
<p>In May, five Miami men found guilty of plotting to blow up the Sears Towers in Chicago, which just this month was renamed the Willis Towers.</p>
<p>Also in May, four New York men &#8212; three of them US citizens &#8212; were arrested on charges of trying to blow up synagogues and destroying a US military plane.</p>

<p>Republican Senator Judd Gregg was Obama’s first choice for the Secretary of Commerce post, and Gregg was actually considering joining the Obama team, until he found out that control of the US Census was being stripped from the Commerce Department and placed under the direct control of White House Chief of Staff, Rahm Emanuel.</p>
<p>Then, the same week that Americans learned that they were “domestic terrorists”—at least according to Obama’s new DHS (Department of Homeland Security),—if they own a bible, a pocket Constitution or guns, and still believe in Life, Liberty and Freedom, &#8211; they also learned that Obama’s Census Bureau had hired thousands of new temporary employees, equipped each with a handheld GPS computer and sent them out to mark GPS coordinates for every residential front door in America.</p>
<p>Oddly, it was this same period that news was breaking of an international flu pandemic, suspected of being a weaponized strain of the virus never before seen, &#8211; and that Obama’s team still sees no need to close the US-Mexican border, despite the cross continental spread of a deadly illness now claiming American lives.</p>
<p>Now, if any one of these events happened alone, one might not get too excited. But when a string of such events happen all at once, one begins to question the string of freedom and life threatening coincidences…</p>
<p>I can’t resist the urge to question the authority and purpose behind such a BIG BROTHER initiative, when the official Census itself is not due to be taken until 2010…</p>
<p>No imagination is required to think up a whole laundry list of evil that could be done with a nationwide GPS grid of coordinate’s markers painted on every private home across the country. But I was having trouble thinking up one good reason for it, even one legitimate use that would justify what must be a very expensive undertaking.</p>
<p>According to one of the Census workers, who spoke with me on condition of anonymity, they must GPS mark the coordinates “within 40 ft of every front door” in America and they are supposed to complete that mission nation wide, within 90 days, by the end of July 2009.</p>
<p>The workers were not told why they were GPS marking every front door. But a supervisor is sent out to follow them door-to-door, to make certain that no door is left unmarked. Every door will be marked by one employee, and then checked by a follow-up supervisor.</p>
<p><strong>So, I had to ask, why?</strong></p>
<p>Why does the Obama administration need or want the latitude and longitude coordinates for every home in America? Why the rush to GPS paint every home in the next 90 days? Why must the marker be within 40 ft of every front door? For what possible purpose does the Fed need GPS coordinates for every home, and under what authority do they have the right? Census workers, whom I asked, had the same holy-crap look on their faces that I had by then…</p>
<p><a title="ACORN" href="http://www.foxnews.com/politics/2009/03/17/lawmakers-concerned-role-acorn-census/">ACORN</a> signed on as a national partner with the U.S. Census Bureau in February 2009 to assist with the recruitment of the 1.4 million temporary workers needed to go door-to-door to count every person in the United States — currently believed to be more than 306 million people. But the count doesn’t take place until 2010… This is April 2009.</p>
<p>Obama’s interest in an ACORN controlled 2010 Census, for the purpose of redistricting to the advantage of Democrats before the 2010 mid-term elections, comes as NO shock from a regime known for their heavy handed <a title="Rules for Radicals" href="http://www.google.com/url?sa=t&amp;source=web&amp;ct=res&amp;cd=2&amp;url=http%3A%2F%2Fwww.vcn.bc.ca%2Fcitizens-handbook%2Frules.html&amp;ei=ukr4ScS9LaDhtgfe0cirDw&amp;usg=AFQjCNHVkvsD8nQjtRlsqSsEul2Hok5ekg">Rules for Radicals</a> political strategies. But what does this have to do with GPS marking every home in the country?</p>
<p>The 2% of Americans, who have served military duty at some point in life, are very familiar with the most common use of GPS target painting. <p><strong>Their Authority?</strong></p>
<p>RightSoup.com has just about the only online report available on the matter, and they report, “Why does the government (and ACORN) need to have the GPS coordinates of your FRONT DOOR? Your house is probably on Google Maps already. But the front door? Sounds like a jackboot convenience to me. This is a developing story, and several reports of those who have already been visited by the GPS squad <a title="can be found in this forum thread" href="http://www.godlikeproductions.com/forum1/message774590/pg1">can be found in this forum thread</a>.”</p>
<p>If you challenge Census Bureau employees about the GPS marking of your private residence, you will be handed a preprinted explanation referring you to <a title="Sec. 223, Title 13, U.S. Code, Chapter 7, Subtitle 2" href="http://caselaw.lp.findlaw.com/scripts/ts_search.pl?title=13&amp;sec=223">Sec. 223, Title 13, U.S. Code, Chapter 7, Subtitle 2</a>, which explains the penalties for refusing to provide names and statistics of occupants when asked for by a census taker. This only applies when they are taking a census, (which will not be taken until next year), and the penalty for refusing to answer questions for a census is up to a $500 fine.</p>
<p>However, since the actual Census is not due to be taken until 2010, nobody is asking for any information today. They are only GPS marking your front door today, and <a title="Sec. 223, Title 13, U.S. Code, Chapter 7, Subtitle 2" href="http://caselaw.lp.findlaw.com/scripts/ts_search.pl?title=13&amp;sec=223">Sec. 223, Title 13, U.S. Code, Chapter 7, Subtitle 2</a> provides the Fed NO authority to GPS paint your front door.</p>
<p>Best I can tell, the Fed has NO authority whatsoever, to paint the front door of every private residence in America. Still, that is exactly what they are doing. Now, the trillion dollar question is, why?</p>
<p><strong>A State of Emergency</strong></p>
<p>From Wikipedia &#8211; The Posse Comitatus Act is a United States federal law (18 U.S.C. <a title="§ 1385" href="http://www.law.cornell.edu/uscode/18/1385.html">§ 1385</a>) passed on June 16, 1878 after the end of Reconstruction, with the intention of substantially limiting the powers of the federal government to use the military for law enforcement. The Act prohibits most members of the federal uniformed services from exercising nominally state law enforcement, police, or peace officer powers that maintain “law and order” on non-federal property (such as states and their counties and municipal divisions) within the United States.</p>
<p>In short, the statute generally prohibits federal military personnel and units of the National Guard operating under federal authority, from acting in a law enforcement capacity within the United States.</p>
<p>As members of the military are sworn to protect and defend the Constitution and the American people against all enemies, both foreign and domestic, a federal order to do the exact opposite, and take aim at American citizens, would be a clear violation of the US Constitution and the Posse Comitatus Act of 1878, unless…</p>
<p>US Military personnel are trained to follow orders. But they are also obligated to refuse any order deemed “unlawful.” In order to make such an order appear “lawful,” the federal government would first have to declare a national “state of emergency,” such as in the case of an international pandemic, which can be demonstrated to threaten the health and well-being of American citizens.</p>
<p>Following a state of emergency declaration, a federal order for Martial Law would be expected, to allegedly provide law enforcement and security for citizens. This type of scenario can be followed by a presidential order to quarantine, disarm and contain American citizens in the name of national security, all of it, having the appearance of being “lawful.”</p>
<p>Is this what is happening?</p>
<p><strong>Connecting the Dots</strong></p>
<p>Alone, individual events look concerning, but not conspiratorial. What about when you place the pieces of the puzzle together and take a look at the entire picture developing?</p>
<p>Under this “theory,” how does the GPS marking of every private residence in the nation fit into the picture?</p>
<p>I wish I knew… but I don’t!</p>
<p>What I do know is this… Coincidences of this number and magnitude don’t happen. They certainly do not happen all at the same time, within hours or days of each other, out of the wild blue tin-foil hat heaven…</p>
<p>I also know that people had better start asking the right people the right questions and demanding answers fast. Begin with asking the mainstream press why there has been no public notification of the federal governments GPS marking your front door?</p>
<p>Then, I suggest contacting your local Census Bureau office immediately, and demanding an explanation as well as advice as to what law gives them the right to GPS paint every front door in America?</p>
<p>I’d also recommend sending a copy of this column to your state and federal representative, demanding that they put a stop to it or explain why it’s necessary, and what law gives them the right?</p>
<p>Unfortunately, we live in a moment of history when real events are much stranger than nutty conspiracy theories. The people have every right to know what is happening. But unless you demand to know, nobody’s talking!</p>
<p>Bill Clinton sold US nuclear technology to Red China for a mere $300,000 in campaign contributions. The event landed Chinese bagman Johnny Chung in prison, but put Hillary Clinton in the US Senate, and now at the helm of the US State Department.</p>
<p>Highly secured government servers are hacked daily. Soon, hackers will be able to grab a nation wide GPS grid map, marking the front door of every home in America.</p>
<p>How much is a GPS grid of every American household worth to the enemies of America, both foreign and domestic? I’d estimate, PRICELESS!</p>
<p>There is a foul odor resonating from the current regime in Washington DC and most Americans can smell it. Can most Americans gather the strength to do something about it?</p>

<p align="justify">The National Security Agency (NSA) is developing a tool that George Orwell&#8217;s Thought Police might have found useful: an artificial intelligence system designed to gain insight into what people are thinking.</p>
<p align="justify">With the entire Internet and thousands of databases for a brain, the device will be able to respond almost instantaneously to complex questions posed by intelligence analysts. As more and more data is collected—through phone calls, credit card receipts, social networks like Facebook and MySpace, GPS tracks, cell phone geolocation, Internet searches, Amazon book purchases, even E-Z Pass toll records—it may one day be possible to know not just where people are and what they are doing, but what and how they think.</p>
<p align="justify">The system is so potentially intrusive that at least one researcher has quit, citing concerns over the dangers in placing such a powerful weapon in the hands of a top-secret agency with little accountability.</p>
<h2><span style="font-size: small;">Getting Aquaint</span></h2>
<p align="justify">Known as Aquaint, which stands for &#8220;Advanced QUestion Answering for INTelligence,&#8221; the project was run for many years by John Prange, an NSA scientist at the Advanced Research and Development Activity. Headquartered in Room 12A69 in the NSA&#8217;s Research and Engineering Building at 1 National Business Park, ARDA was set up by the agency to serve as a sort of intelligence community DARPA, the place where former Reagan national security advisor John Poindexter&#8217;s infamous Total Information Awareness project was born. [Editor's note: TIA was a short-lived project founded in 2002 to apply information technology to counter terrorist and other threats to national security.] Later named the Disruptive Technology Office, ARDA has now morphed into the Intelligence Advanced Research Projects Activity (IARPA).</p>
<p align="justify">A sort of national laboratory for eavesdropping and other spycraft, IARPA will move into its new 120,000-square-foot home in 2009. The building will be part of the new M Square Research Park in College Park, Maryland. A mammoth two million-square-foot, 128-acre complex, it is operated in collaboration with the University of Maryland. &#8220;Their budget is classified, but I understand it&#8217;s very well funded,&#8221; said Brian Darmody, the University of Maryland&#8217;s assistant vice president of research and economic development, referring to IARPA. &#8220;They&#8217;ll be in their own building here, and they&#8217;re going to grow. Their mission is expanding.&#8221;</p>
<p align="justify">If IARPA is the spy world&#8217;s DARPA, Aquaint may be the reincarnation of Poindexter&#8217;s TIA. After a briefing by NSA Director Michael Hayden, Vice President Dick Cheney, and CIA Director George Tenet of some of the NSA&#8217;s data mining programs in July 2003, Senator Jay Rockefeller IV, the vice chairman of the Senate Intelligence Committee, wrote a concerned letter to Cheney. &#8220;As I reflected on the meeting today,&#8221; he said, &#8220;John Poindexter&#8217;s TIA project sprung to mind, exacerbating my concern regarding the direction the administration is moving with regard to security, technology, and surveillance.&#8221;</p>
<h2><span style="font-size: small;">Building &#8220;Hal&#8221;</span></h2>
<p align="justify">The original goal of Aquaint, which dates back to the 1990s, was simply to develop a sophisticated method of picking the right needles out of a vast haystack of information and coming up with the answer to a question. As with TIA, many universities were invited to contribute brainpower to the project. But in the aftermath of the attacks on 9/11, with the creation of the NSA&#8217;s secret warrantless eavesdropping program and the buildup of massive databases, the project began taking on a more urgent tone.</p>
<p class="callout" align="justify">&#8220;Think of 2001: A Space Odyssey and the most memorable character, HAL 9000. We are building HAL.&#8221;</p>
<p align="justify">In a 2004 pilot project, a mass of data was gathered from news stories taken from the New York Times, the AP news wire, and the English portion of the Chinese Xinhua news wire covering 1998 to 2000. Then, 13 U.S. military intelligence analysts searched the data and came up with a number of scenarios based on the material. Finally, using those scenarios, an NSA analyst developed 50 topics, and in each of those topics created a series of questions for Aquaint&#8217;s computerized brain to answer. &#8220;Will the Japanese use force to defend the Senkakus?&#8221; was one. &#8220;What types of disputes or conflict between the PLA [People's Liberation Army] and Hong Kong residents have been reported?&#8221; was another. And &#8220;Who were the participants in this spy ring, and how are they related to each other?&#8221; was a third. Since then, the NSA has attempted to build both on the complexity of the system—more essay-like answers rather than yes or no—and on attacking greater volumes of data.</p>
<p align="justify">&#8220;The technology behaves like a robot, understanding and answering complex questions,&#8221; said a former Aquaint researcher. &#8220;Think of 2001: A Space Odyssey and the most memorable character, HAL 9000, having a conversation with David. We are essentially building this system. We are building HAL.&#8221; A naturalized U.S. citizen who received her Ph.D. from Columbia, the researcher worked on the program for several years but eventually left due to moral concerns. &#8220;The system can answer the question, &#8216;What does X think about Y?&#8217;&#8221; she said. &#8220;Working for the government is great, but I don&#8217;t like looking into other people&#8217;s secrets. I am interested in helping people and helping physicians and patients for the quality of people&#8217;s lives.&#8221; The researcher now focuses on developing similar search techniques for the medical community.</p>
<h2><span style="font-size: small;">Thought policeman</span></h2>
<p align="justify">A supersmart search engine, capable of answering complex questions such as &#8220;What were the major issues in the last 10 presidential elections?&#8221; would be very useful for the public. But that same capability in the hands of an agency like the NSA—absolutely secret, often above the law, resistant to oversight, and with access to petabytes of private information about Americans—could be a privacy and civil liberties nightmare. &#8220;We must not forget that the ultimate goal is to transfer research results into operational use,&#8221; said Aquaint project leader John Prange, in charge of information exploitation for IARPA.</p>
<p align="justify">Once up and running, the database of old newspapers could quickly be expanded to include an inland sea of personal information scooped up by the agency&#8217;s warrantless data suction hoses. Unregulated, they could ask it to determine which Americans might likely pose a security risk—or have sympathies toward a particular cause, such as the antiwar movement, as was done during the 1960s and 1970s. The Aquaint robospy might then base its decision on the type of books a person purchased online, or chat room talk, or websites visited—or a similar combination of data. Such a system would have an enormous chilling effect on everyone&#8217;s everyday activities—what will the Aquaint computer think if I buy this book, or go to that website, or make this comment? Will I be suspected of being a terrorist or a spy or a subversive?</p>
<h2><span style="font-size: small;">Controlling brain waves</span></h2>
<p align="justify">Collecting information, however, has always been far less of a problem for the NSA than understanding it, and that means knowing the language. To expand its linguistic capabilities, the agency established another new organization, the Center for Advanced Study of Language (CASL), and housed it in a building near IARPA at the M Square Research Park. But far from simply learning the meaning of foreign words, CASL, like Aquaint, attempts to find ways to get into someone&#8217;s mind and understand what he or she is thinking.</p>
<p align="justify">One area of study is to attempt to determine if people are lying simply by watching their behavior and listening to them speak. According to one CASL document, &#8220;Many deception cues are difficult to identify, particularly when they are subtle, such as changes in verb tense or extremely brief facial expressions. CASL researchers are studying these cues in detail with advanced measurement and statistical analysis techniques in order to recommend ways to identify deceptive cue combinations.&#8221;</p>
<p class="callout" align="justify">Like something out of a B-grade sci-fi movie, CASL is even training employees to control their own brain waves.</p>
<p align="justify">Another area of focus explores the &#8220;growing need to work with foreign text that is incomplete,&#8221; such as partly deciphered messages or a corrupted hard drive or the intercept of only one side of a conversation. The center is thus attempting to find ways to prod the agency&#8217;s cipher-brains to fill in the missing blanks. &#8220;In response,&#8221; says the report, &#8220;CASL&#8217;s cognitive neuroscience team has been studying the cognitive basis of working memory&#8217;s capacity for filling in incomplete areas of text. They have made significant headway in this research by using a powerful high-density electroencephalogram (EEG) machine acquired in 2006.&#8221; The effort is apparently directed at discovering what parts of the brain are used when very good cryptanalysts are able to guess correctly the missing words and phrases in a message.</p>
<p align="justify">Like something out of a B-grade sci-fi movie, CASL is even trying to turn dull minds into creative geniuses by training employees to control their own brain waves: &#8220;The cognitive neuroscience team has also been researching divergent thinking: creative, innovative and flexible thinking valuable for language work. They are exploring ways to improve divergent thinking using the EEG and neurobiological feedback. A change in brain-wave activity is believed to be critical for generating creative ideas, so the team trains its subjects to change their brain-wave activity.&#8221;</p>

The initial requests seem reasonable enough when FEMA asks the county officials to prepare a Hazard Mitigation Plan to deal with flooding, fires, high winds and tornadoes.</p>
<p>But as the required meetings and calls with FEMA and DHS continue over a two year period their request become more unusual, raising suspicions of county officials</p>

<p>“We want to know every important thing in this county. We want to know where police departments are. Where weapons are stored. Hazardous material. Where can we land a helicopter. Where are the airports. How big a plane can you land at the airport. Where are all the bridges. Where are all the power stations. Where are all the generating stations.Where are all the substations. They literally wanted to know where everything was. I’m sitting there thinking man if there was ever martial law. This kind of information is exactly the kind of stuff they are going to want. We’re just laying it all out for them right there.”</p>
<p>During the legally mandated meetings held with FEMA and DHS different disaster scenarios were reveled to county officials:</p>
<p>In late December 2008 municipal officials were invited to Indianapolis for a briefing on the state of Indiana. There were told if industry were to collapse for example GM going bankrupt resulting in mass unemployment a depression would soon follow and municipalities could expect to loose 40% of their funds.<br />
Every county in the nation would be required to prepare a Hazard Mitigation Plan.<br />
The county should prepare a plan to vaccinate the entire population within 48 hours and practice the plan several times.<br />
FEMA inquired to where mass graves could be placed in the county and would they accept bodies from elsewhere.<br />
The sheriff’s department via the state sheriff association was told that no .223 ammunition rounds would be available as the military would be purchasing all stocks.<br />
The county was asked to make plans for “hardening” of police and fire stations, putting in hardened bunker type buildings around town.<br />
The county was asked to make plans for the possibility of up to 400,000 refugees from Chicago.</p>

<p>Why coffins? Why in the middle of Georgia?</p>
<p>Well, apparently the Government is expecting a half million people to die relatively soon, and the Atlanta Airport is a major airline traffic hub, probably the biggest in the country, which means Georgia is a prime base to conduct military operations and coordination. It is also the home of the CDC, the Center for Disease Control. I don’t want to alarm anyone, but usually you don’t buy 500,000 plastic coffins &#8220;just in case something happens,&#8221; you buy them because you know something is going to happen. These air tight seal containers would be perfect to bury victims of plague or biological warfare in, wouldn’t they?</p>
